The challenge
As both a major public sector commissioner and the co-founder of the Social Value Engine, East Riding of Yorkshire Council needed a consistent, credible methodology to measure the social return on investment of community programmes spanning housing, employment, health, and social cohesion. Anecdotal reporting was no longer sufficient for elected members or central government scrutiny.
The solution
ERYC embedded the Social Value Engine across its commissioning and community investment functions, using it to conduct evaluative SROI analyses of programmes from homelessness outreach to refugee resettlement support. The platform's financial proxy library, grounded in SVI methodology, gave officers the tools to translate qualitative outcomes into auditable monetary values without specialist consultancy costs.
