Over the past decade, East Riding of Yorkshire Council has prioritised social value, using the Social Value Engine to quantify the impact of diverse community projects, from homelessness support to refugee assistance, setting a benchmark for local authority impact measurement.

"The Social Value Engine has transformed how we evidence the difference we make to communities across East Riding. It gives us the rigour we need to stand behind our numbers."

The challenge

As both a major public sector commissioner and the co-founder of the Social Value Engine, East Riding of Yorkshire Council needed a consistent, credible methodology to measure the social return on investment of community programmes spanning housing, employment, health, and social cohesion. Anecdotal reporting was no longer sufficient for elected members or central government scrutiny.

The solution

ERYC embedded the Social Value Engine across its commissioning and community investment functions, using it to conduct evaluative SROI analyses of programmes from homelessness outreach to refugee resettlement support. The platform's financial proxy library, grounded in SVI methodology, gave officers the tools to translate qualitative outcomes into auditable monetary values without specialist consultancy costs.

Key outcomes

SROI analyses completed across a diverse portfolio of community and social programmes
Consistent, auditable evidence provided to elected members and central government
Social value measurement embedded into procurement and commissioning processes
Set a benchmark for local authority use of accredited SROI methodology in the UK
Co-developed and continues to shape the Social Value Engine platform itself
