Leeds City Council is using the Social Value Engine to enhance community impact, focusing on health, inclusive growth, and climate responsibility. This strategic move improved control, transparency, and scalability in delivering social value across various sectors.

The challenge

As one of England's largest metropolitan authorities, Leeds City Council needed to move beyond tick-box social value commitments in procurement and create a system that could genuinely track, aggregate, and report impact across a high volume and variety of commissioned services, covering health, employment, climate, and community wellbeing.

The solution

Leeds adopted the Social Value Engine to bring structured SROI methodology to its commissioning portfolio. The platform enabled procurement officers to set consistent social value requirements in contracts, and gave providers a shared framework for measuring and reporting their delivery, creating a system where individual programme data could be aggregated to show citywide social value performance.

Key outcomes

Consistent social value measurement methodology applied across the commissioning portfolio
Improved transparency and accountability in social value reporting from providers
Scalable platform supporting high-volume public procurement processes
Social value evidence produced across health, inclusive growth, and climate programmes
Officers and suppliers aligned to a single, credible reporting framework
