Quantifying the wider value of NHS capital programmes
Lincolnshire Partnership NHS Foundation Trust used the Social Value Engine to quantify the broader social and wellbeing value of its capital programmes, moving beyond traditional NHS metrics towards outcomes-based reporting.
Lincolnshire Partnership NHS Foundation Trust provides mental health services across Lincolnshire. Faced with the limitations of traditional NHS metrics, the Trust adopted the Social Value Engine to quantify the broader social and wellbeing benefits of its capital programmes, and to shift its culture towards outcomes-based thinking.
"With a lot of project schemes, it's important to be able to quantify the wider benefits of doing them, measuring the ability to give people a better quality of life ultimately. The metrics that are traditional within business case and project assessments are not always conducive to measuring that quality of life. The Social Value Engine can really bring this to life and start to quantify it."

The challenge
Traditional NHS metrics, focused on operational efficiency and quantifiable health outputs, were insufficient for capturing the broader impacts of mental health capital programmes such as the eradication of dormitories. These programmes were fundamentally about improving patient quality of life and wellbeing, yet the Trust had no credible way to evidence this value in business cases or funding bids.
The solution
Under the leadership of Mark Platts, Director of Finance, Digital & Estates, the Trust adopted the Social Value Engine to move beyond conventional metrics and take a more holistic approach to evaluation. The platform brought together finance, clinical, and project management teams around a shared methodology, enabling the Trust to quantify wider social and wellbeing outcomes and build them into business cases, funding applications, and procurement processes. The investment of time required for thorough data collection was significant, highlighting the importance of cross-team collaboration from the outset.
Key outcomes
"The benefits of using the Social Value Engine are evident, as it has already prompted our project teams to think differently. It encourages deeper consideration of the potential benefits and the evidence needed to support these in business cases. This shift in thinking, especially in changing established mindsets, is often a significant hurdle. The Engine has fostered collaboration among different teams, including finance, clinicians, and project managers, along with the SVE team, adopting a new approach. This collaborative effort has been very successful, transforming the Engine from a solitary tool into a dynamic, integral part of our project development, bringing everything to life."
